Anyway, I'd advice you against joining any faction if you want to spend your time RPing. No matter what faction, legal or illegal your most playing time will be occupied by these robberies, turfs, runs etc. That's what this game, and specifically this game mode of IMRP about.

I'd say SDC. I regret never joining SDC because it is a customized faction with their own features and I don't have a clue how they work. I basically know everything about IM, except how SDC works as a faction and also scriptwisely.
At least you should try SDC. If you don't like, then join a normal illegal.
