Did I really not just answer that in the previous thread?

1. Get a link from the internet of the image or GIF
2. Go to here: ucp.php?i=profile&mode=signature
3. Paste the image in the signature box. Wrap it with [img]. So:

[img]IMG/GIF URL HERE[/img]

The size of the image\signature\GIF cannot be above 600 pixels times 200 pixels (600x200).
