Press 'V' couple of times, and you may get the view of being driver- a camera situated outside the car but just on the start of the bonnet.

You can get inside vehicle interior camera position by installing a CLEO mod, it's allowed it doesnt give you any advantage

It doesn't matter if it gives you advantage or not. As long as it's a CLEO mod, you're not allowed to use it under any circumstances.

There's no mod except CLEO allowing you to have this feature. As Sly said, there's almost no difference between the two view mods so just keep pressing V until you get the view angle you like.
