P.S. There should be no limit to T2 slots as you two have stated above. The only thing that should be done is putting a limit to authorities giveaways or make a way to unlock more of them.

The point is that this way, Soldiers and Capos that cannot be T1 can be given certain authoritiesž without having to make all soldiers be able to do it. Making a soldier T3 doesn't make much sense either cause it OOC classifies him as being worth as much as a new member.
