I think faction vehicles should get deleted, whether they are Tattaglia's or PD's, faction members need to keep their shit together.
I took Tattaglia and PD as examples. All factions are obligated to secure their vehicles, only factions who are currently in a war should have an exception.

Unfair if there is no tier 1 or tier 0 online.
I repark the faction vehicles instead, and believe it not, there weren't many faction cars.
