If a vehicle is not present, it means that it is probably not available ingame or is only used by certain factions. Keep in mind that you need to donate at least €25,00 in order to get a premium/donator vehicle. The server owner has every right to deny certain vehicles as premium/donator vehicle.

Yes, there is much more premium vehicles. The list of premium vehicles is given to me from woot but I think you can ask for any vehicle you want once you donate and that woot or who ever spwans them for donators will give it to you as long as it reasonable and doesnt give you advantage over other players.

Nope, these kind of Ranchers are restricted to legal factions like the Police Department, and they are actually called 'FBI Ranchers'.
