Well, some people use Paint.net ((It's an .exe, not the "paint" software)) or photoshop.
But you require some skills to do a cool one, I'd suggest you to ask someone to make one for you, if you're still not great with drawing at the computer.

Search on Youtube how to, you'll get a few tutorials there or post on one of the 'Design Companys', IC Section > viewforum.php?f=27 . Mati does it for free and you'll get it in one day time.

You can either find a good graphic designer (e.g. in IM) or learn PhotoShop or something.
