There are some websites that make them for you, look on google. Or you can make them yourself with special programs.

Download video scene/make a video
Save/convert it to .avi
Open Photoshop
File/Import/Video Frames to Layers
Choose what you will keep
Edit it (Optional)
File/Save for web/Preset: Gif 128 Dithered, change a setting on the same window to looping forever
Hit the save button and change the preset to "Only Images"
Enjoy
