Good shooters now are those that know how to position themselves properly. It was like that before too, but now its much more important as you can't rely on lag to keep you alive.
They depend on their initial position, their faction and allies' performance. You can no longer rush in alone and take out 5 players. It all depends on where you are, how your friends are doing, wether they're leaving you behind and doing their part. It also depends on the number of players that you are fighting against.
Right now whoever you fight has a big chance to hit you 2 or 3 times with a deagle. Every newbie that spawns into the server can do it. Theres no guarantee, but its highly possible. Killing someone, while being hit 2 or 3 times can hardly make anyone a good shooter, but thats the reality of SAMP now.

maybe he has nicer kds in war, but thats not everything, most wars are either too easy that the opposition camps, that you can kill them all and you don't even care that you die.
