Well you can buy a tow truck or any kind of vehicle from a dealership. The tow truck can be brought from the Job Dealership. Here you can find the prices of vehicles in different dealerships viewtopic.php?f=12&t=61 .

I'll just add that you can buy tow trucks from other players in the car lot. Other than that, Mario gave you the awnser, Job Dealership.
