Pretty much followed this to get Cipriani official, all I can say to unofficials is to stay active, post lots of RP, get recognition by hosting IC events, RP with official factions and show your potential, organise your faction (we used a crew system) and keep your members active by giving them lots of orders. For leaders, know your concept inside out, I watched all the Mafia flicks, documentaries, wikipedias and regurgitated them in my RP. Also develop yourselves from the bottom, start small and then grow your mob and your ego IC, don't just turn up and wage war on the toughest people without any development or back story.
Also stick with it, we waited 9 months for it and without lito's recommendation, we wouldn't have made it. It also helps to get some luck from other officials being wiped.
