Hi I have a group and I want to open war with another group How I can start the war?

Never heard of a "group wars" tbh.. You're probably speaking about the wars within the factions which is scripted wise, unlike the groups which is not.
The only solution that I see is to start something like that IC, since there's no cmd to execute your wish.

First of all groups are completely OOC.
Secondly, only official factions can declare official wars with points and stuff.
Unofficials can declare wars too but no such thing as points or anything will be shown.
And you can't just start a war if you want to. You need a very good reason to start a war. You can't start a war just because of e.g. a car incident.

Groups [Read Unofficial factions] don't have scripted wars, however you can RP having wars with another unofficial factions if both sides are mature enough to do it without any rulebreaking with prior set terms.
