How the hell do I know who is the board moderator?

Oh...I thought there was specific admins/helpers assigned to each section as moderators. If so, some admin/helper can explain me why this thread (viewtopic.php?f=48&t=20161) was closed? I really don't know what rule I broke...

I am not the one who closed it but from the look of the thread, it's obviously a suggestion and which section by the way is closed. You need to wait for the section to open in order to post it. It's neither a bug. Such threads are not entertained by the management to avoid never ending spam and arguments in the wrong sections. The thread was just closed in the same way and same reasons as the sniper thread.

How the hell do I know who is the board moderator?

If the community bot's color which locked your thread is the same helper group's color, then it is a helper who locked it. You can PM the hole Helper Team by clicking on this.
Then the one who locked your thread will PM you back telling you why he locked it.
