There are many combinations of factors that can affect your packetloss. Apart of server side issues (both server host and the cloudflare skeleton the IM environment is built on), you are probably experiencing some heavy traffic on your router and/or your NAT is being overloaded by your neighbours. You also need to consider that an old game such as SAMP uses a UDP protocol for packet transmission, which is not only old but also unrealiable in terms of communication persistency. Take me for instance: I can play GTA online/Battlefield as much as I like, but whenever I'm on SAMP I have 5.0 PL spikes and crash like 2-3 times each session. Don't expect a stable connection here, the only things I can recommend you to do is check who's on your router, and if you have patience, run a little diagnostic by scanning your traffic (Wireshark is an excellent software for this purpose). Alternatively, if the issue is not related to your local network, you just need to wait out until it's sorted out.
