Sounds like mod issue? Have you installed any mods lately?

Sounds like your skin .txd file is broken. Replace it with the default txd file or install the skin mod properly.

i misunderstood that "not texture".
but anyway, as rogue said there is a problem with the skin mod. probably .txd file is corrupted

or you maybe installed only .dff and forgot to add .txd file which contains all the texture

As you can read above, you either installed faulty mod or you forgot to install it completely. Try to install the mod again or try different mod.

if you replaced swat skin you'll be generally seeing police officers in white armors without proper texture.

If you're using modloader, Export the .txd files of the skins. Then, You either use default skins or a proper mod.

I don't recommend you to use installers.
If you installed with IMG Editor. Download the default / other skin mod, open gta3.img and replace the skins.
Some of PD/Sheriff skins have files in gta3.img and some in samp.img, if you use modloader I'm sure it will work anyway.
