Did you place them in a folder within the MODLOADER folder itself?

It has nothing to do with your CPU xd

1st: Download modloader here the link http://www.gtagarage.com/mods/show.php?id=25377
2nd: Drag the modloader folder and the modloader.asi file into your gta folder.
3rd: drag the mods like the skin mod or something else into your modloader folder (make sure you have ASI loader installed)
:D

You need to create a seperate folder for each mod.

Example:
You're willing to install a skin on maccer,
create a folder named maccer inside the modloader folder (can be any name as long as you recognize that it's the skin mod)
put the maccer.txd and maccer.dff in

Also, you have to check if you have automatic refresh on at the mod configuration.

Feeling freezes? Disable the first options in mod configuration:

For crosshair problem, do you have a hud.txd in modloader folder? If ye change the crosshair in that hud.
