I don't understand the question? If you meant to ask why your application of weplic wasn't accepted, you need to contact PD.
Anyway,If you indeed applied for weplic and it got denied, you will get the reason of it in game when you log in , red/pink message.

If you are asking why your application doesn't get accepted, then you have to assure that you have written a plausible reason to obtain the license. For example; don't write that I want to obtain a license for hunting. We do not consider hunting a sensible reason. Also, if your application has many typos and/or it's unorganized, then it deescalates the chance of accepting your application. Otherwise, it is just fine.
