No it's not, that's deathmatch and spawnkill (if you just spawned.)

You can either report the player ingame using (/report [ID] [Reason]) and if there's an admin available they'll deal with your report.

If not you can report the player on the forums, Report a player section.
Before reporting, make sure to read the Rules and format.

Once you've evidence that the player broke a rule (Screenshot) create a "new thread" here with the proper format. You've to fill it out of course and within a few hours, days an admin would deal with it. Make sure to keep checking the report incase the player you reported replied to it.
