I Got banned but now with ip Thomas hunt told me to read the rules or kinda of that and i appealed so can i play from other acc. or i will be considered as evader

if your IP is banned you'll count as Evader , try to appeal from the account which got IP banned and wait till you get unban.

If your account is IP banned then yes, you cannot play. Do not try to evade it. If your character is not IP banned, you can log on another character.
