Is this vehicle mod allowed?

I recently got a mod pack when downloading an ELM (Emergency Light Mod), and this was one of the PD vehicles in the list that was moded. I noticed just today that the swat peep-hole thingy (I do not know it's formal name) was indeed functional. I just want to make sure if it is legal or not due to the fact I do not want to receive a ban over a tiny issue like this

False. The cadet in the video below was able to shoot my head, torso, and legs.

I will await an admins reply to this thread before modifying the mod. (I have already removed the mod from my GTA file to avoid complications in-game)

The video is said to have some issue, however, it does not seem the same way for me (I have tried through multiple browsers and even logged out of youtube and google )
I will still make another video when I get back home.

What does it look like from a 3rd party viewpoint

E.G get someone to shoot you that does not have the mod installed within the computer

Show a picture from his side of the game and we'll see, but either way I think the answer is no.
