Well, I get this problem : viewtopic.php?f=71&t=23087 and it's not fixable without Cleo.
So in this case, am I allowed to use it?
Answer from an admin would be nice.

You are not allowed to use CLEO mods, as far as everyone knowns, you are allowed to use mods only if they affect you, and not others. CLEO mods gives you advanege on other players, therefore you are not allowed to use it.
If you are in a Law Enforcment faction, you might be able to use CLEO, altough the faction leader needs to approve the usage, and probarly only for a certain mod. (e.g. Emergency Light mod ).

It is good that you asked it before installing that. But I think it is allowed since it doenst give you extra powers or abillities. It is just a way to fix your game. To be sure wait for an admin to reply;)

Nothing states that only LEA'S can use it, you can just use it Lynx it doesn't give you any advantage does it? It will only prevents the object loading too slow, and even helpers/admins use streamfix/cleo.

Using any third-party software to give you unfair advantage over other players is not allowed. If you have questions about e.g. CLEO mods, speak to an admin to avoid any misunderstandings.

I use the stream memoryfix myself, but i don't need CLEO to make it work. The only CLEO mod I used in the past was ELM.
Download the stream memoryfix i use here; http://www.mediafire.com/?twxxelqi9bh1k7g - Simply place the "StreamMemFix1.0.asi" file in your GTA SA folder and it should work. (At least mine does)

However if it doesn't work and CLEO is a must, i wouldn't recommend you go use it, unless you speak with an admin to clarify.

You're right... I uninstalled CLEO and I got the same error since cleo.asi is required but i found a solution.
-Download ASI Loader here (http://www.gtagarage.com/mods/show.php?id=8321) and paste the two DLL files in your GTA SA folder and replace them. stream memory fix should work now without cleo installed
