No you don't have to pay it but you can be arrested for not paying it, no matter if you don't have the money or not.

It's all IC whether you decide to pay or not. But cops will most likely arrest you if you do not pay it on scene.
If you don't have the required money on hand when you get the ticket, accepting it will simply make you go in debt.
You will go out of debt if you withdraw money from your bank account, or wait for a paytime.

the police officer told me i must pay it becuse if i wont its PG.
and i took SS and i pay the ticket (100K) and then he jail me for 25Min.

The police aren't admins,if they jail you its okay.. it isnt agaisnt the rules...

Well, there is a difference between ticket and a fine.
Ticket is something which you're given a choice to pay by signing under it, where as fine is something which is forced from your bank account when you get convicted [In this case, jailed].
LEAs have no other options such as fine so they use similar system as ticket. You have to accept the ticket if they say it's a fine and will be auto-forced into your bank accounts or will be recovered by re-possessing your owned stuff and such. You have to pay the ticket if it's a fine.
If it's a ticket for traffic stop, you can someway avoid signing it and try to escape but once they put you in cuffs and have you in custody you really have no choice if the conviction of your crime has a sum amount of money to be deducted. Government has it's way as I stated above to recover the amount by repossessing your properties and auctioning it and such.

As I said, you really have no choice to avoid it if it's a fine. It is considered as PG if you're not willing to /accept ticket while he has you in the custody and the crime's conviction demands amount of money as fine.
