come on someone had it for sure i tried everything from using other gta's to changing qualities, resolutions etc etc..
i remmber my outfit was fully black without blurring

im using 32 bit , it doesnt matter which version is your graphic card that's something in game or files i dont know

Try check your gta_sa.exe properties, maybe you accidentally reduced the color mode to 16-bit.
