His game crashes every 30 mins, once exactly 30 mins pass, he crashes

It's not about the time, maybe when he reaches specific objectives in gta:sa he crashes. the logs of the error must be shared to know what causes it .
however i would suggest:
try a clean gta and see if it crashes. also try to remove any mods that has been installed recently, the game would overheat the cpu if there's any special effects / mods in total that drains cpu power would lead to crash after a good time of playing.
i would like to have a look on error/crash logs so i can offer enough help.

That's not a crash/error, it's an bug.
Due to SA-MP Connection Transport it requires a specific (stable) IP, and stable source of connection.
i would suggest restarting your modem/router when this occurs i am assure that would give a positive result.
if that didn't help then not much you can do about. also try to completely uninstall SA-MP and download newer version via their official site.

Hah this reminds me of a GTA vice city anti piracy measure, where after you played x amount of time your game would throw weird shit on you like permanent rain, not able to save, and after 2 hours no peds or cars would spawn.
