it's not launcher issue. Clean GTA would work like a charm within launcher.
0x044A0000 is for mods error i assume you have tried to install new sound/texture mods for your game, However. remove any mods you have installed recently.
remove any unneeded cleo files.

by "it crashes a lot" Does the game actually starts and it crashes after getting in game or does it crash while loading?
anyway i would like to ask you to Delete gta_sa.set from the GTA SA Userfiles folder located at your PC Documents.
if that didn't help, answer questions below so i can help further.
What .dll files are in the GTA San Andreas installation directory?
