Latency or FPS?

Task manager, eliminate all programs that you don't use.
Go to options, disable framelimiter and lower the gfx qualities.

Also describe the type of lag, so we can determine what the problem is.

scan all use antivirus close all programs option gta put low graphics ctrl+alt+del end task programs like mozzila google chrome etc.... join samp alt+tab close the antivirus close uttorent . and the lag are gone

Latency or FPS?

If it's FPS lag, as Lynx posted check it; viewtopic.php?f=12&t=17844

If it's your connection, did it start happening recently? I suggest you end all your programs that use internet, maybe your WiFi connection isn't sending fast enough, get a faster internet package- in the end it depends how far you are from the host.
