Whenever I use any timecyc or skybox or anything, whether in game folder directly or in modloader, it just doesn't load, and stays default
Can anyone help?

Do you use SA-MP addon? Mainly that is the reason why some particular mods don't work, the addon blocks them for some reason.

put the timecyc in data's folder sometimes it takes time for the timecyc to reload in the gta

How exactly are you dropping the timecyc into the modloader folder?
In regards to the skybox, I'm pretty sure you need asi to run it. Try installing that into your directory.

Make sure you're not running your gta_sa.exe and samp.exe files as administrator.
If so, (right-click > compatibility > untag the "Run as administrator" box)
It overwrites the original sources and declines the additional system files.
