Are these skins allowed?
As you can see these skins makes the actually skin more better/HD and doesn't actually change/resize theme. So, I wanted to confirm if these are allowed or not?

No lol. They’ve bigger hitbox than the normal
eg ; Leone and Triads skin
HD skins yes, but have bigger and fat hitbox than normal. So, not allowed

Mostly all except few but its better not to use unless Staff/Management allows you but I don’t think anyone would have a second thought on these of not having bigger and fat hitbox

Yeah, don't think it's allowed. However there is a modification on the default SA-MP skins with an HQ retexture, I can share the link if you want.
