FPS Improvement for Low-End PC

I start by saying that i have the shittiest PC, i currently play on 30 fps which can go even lower during gun fights, suggest me every possible option to improve fps even if it makes the graphics look like minecraft

Buy a cheap graphics card, even a 70-80$ card will be able to run GTA SA at 100 fps.

If you are unable to remove those bars, FPM me, I'll explain it to you. Use Rivaturner statistic server, cap it to 100 in that application and in the in-game settings out ‘frame limiter’ to off.
