Probally a bugged mod, got the same problem with the "advanced" option in the ESC system.
Reinstalling SAMP + GTA Sa would fix it.

I've had this issue for about 2 days ago. I uninstalled the game and deleted evrything into the GTA Folder , then I installed GTA.
(( If the issue continues try to turn off Legend in graphic settings.
