I'm a bit confused. Could civilians owned a tazer?

I was in the main bank, helping civilians with Aleyazor on OOC mode.
Suddenly, Raymond Aprille came and tazed Mike Alphonso.


Could it possible?
I'm afraid it would be abused by newbies or immature players :/

And i was trolling when i said he spawned weapons, not sure if this is classed as abuse or not, IMO it shouldn't be since it's handled IC.

If that's the case, then those weapons should be bought from legal Ammu-nation as they are no longer special. And if that's the case, anyone will just say I got it IC and goes full brain-damaged abusing the tazer and smoke bomb.
