This requires CLEO 4 though, and from what I know CLEO is not allowed.

In my opinion it helps aiming more clearly. But as long as it's a CLEO, it is not allowed, because CLEO is not allowed in general.

It is allowed as it only affects your screen also, you gain no advantage over other players.

It would be best to PM a Admin about it, As far as i know No Cleo mod (Except PD ELM) Is allowed onto the server Regardless so best talk to a Admin about it first.

"Drive-by" means shooting from the passenger seat, whice is possible.
You probably mixed up Driver-drive-by and Drive-by whice is two different things.
