You can register your vehicle at the car plate company in Market. It's located infront of the All Saints General Hospital or West of the driver license center. ( /gps -> driver license. Head to the red dot on your map and check the west side of the building.)

Don't forget to bring your car + 20.000$.

the car register biz is near The Driver lic place.

Once you're near the registration business with your vehicle , type ' /car register ' in order to register it.

It costs 30,000$, make sure you have such amount before doing so.

If you manage to register your vehicle, it will spawn a few meters away from you, registered !
