Okay so I wondered something about FBI. As I've seen they wipe out factions. And i'd like an answer on this. Pretend that a Don is into some criminal stuff, And then FBI gets on their tail. And simply capture the Don torturateing him. And simply kills him afterwoods. Will that count as a fk?
If not can someone explain how FBI wipes faction.

They have to present all evidence to a Head Admin, and he will validate / negate the FK
