If we do not answer you over /ask or /irc it is because we are very busy, just repeat your question after a while and we will most likely spot it as long as we are online, use /admins to see online admins and helpers (but do not spam your question, have some patient before you repeat it). I will now answer your questions.
1. That is some kind of a bug. The trucks are automaticly respawned when nobody is using it because it used to be a mess. Earlier players just left the trucks everywhere and it made the city look messed up. At 24/7 stores you can buy ¨Petrol Canister¨ i recommend that you buy one before you start trucking and just type /refuel when you need fuel (please note that you can only use it once, then you have to buy a new one) it is also possible to call a mechanic. If any mechanics are on duty they will probably help you out.
2. Toolkits can be bought at Hardware stores. There is no command to find a Hardware store but we got plently of them in Los Santos. Just search around or try to ask people at the street.
3. When you call or answer someone you just speak in the regular chat. The only command you have to use is /c or /answer and then you can talk like you would done to a guy on the street. Just press T and start talking.
