i have two question :
1- can i install skins mod via san andreas crazy image editor

Yes, you can install mods using Crazy IMG Editor - Do you know how to use it?

[+] Short guide

• Run Crazy IMG as administrator, click File > Open
  Another window pops up: Browse to your GTA folder and in that folder you should see a SAMP folder, open that and double click on custom(.img)
• Download the mod you want and make sure it's extracted.
• Go back into Crazy IMG editor, then click EDIT > ADD.
  Another window pops up: In that window, browse to the mod you downloaded and add both of the .TXD and .DFF files
  (Most skins/vehicles/weapon mods come with TXD and DFF files.
• After adding both of them, click FILE > Rebuild Archive and test to see if the mod works in-game.

yes you can download skin mods car mods and weapons mods from crazy img editor (an advice my friend if you have some kind of weak PC dont install any mod believe me )

Go on the site you gave me, and on the left you'll see a list saying cars, bikes, skins etc, click on any you want.
Search for whatever mod you want to download, and click "more interesting" and another page should load - there you would be able to download that mod.
