IC thing or against rules ?

now if like i paid a police officer some kind of money for tazer , he accepted the deal . he store the tazer (9mm) in a car and i took it , is that against server rules ? or its an IC things ?

That would be bug abusing. Which is a bannable offense. If this is possible to do, it's obviously a bug and needs to be reported as, none-LEO's are not supposed to handle tazers, just like it was for a sniper.
