Well , some times after I die my game gets stuck and I can't /acceptdeath and have to force shut down via the task manager , this isn't happening every time I die , only once a while but it is bothering since I always get spawned where I died and some times the shootout is still going on and sometimes people get mad and think that I did it to avoid kill-list , but this is really not the case

Did you ever installed any mods? Doesn't matter if you removed or not. Because as much as i know this probelm can be only caused because of some wrongly mods installed or some bad mods that are casusing lags.

Never installed mods since I knew it will make some bugs , I don't even have the program that loads the mods

Maybe you have interrupted hidden files
To check that first you need to apply " show hidden folders "
And then go to C--> Users --> your user --> AppData --> Local --> virtual store --> program files --> gta sa
search for any files and delete them ( if you have )
BTW run both gta sa and samp as administrator and without ANY compability
