You just need to delete your gta_sa.set from My Documents --> gta sa user files, after you delete it open gta sa single player to get your new .set file so then you can play samp
If this didnt fix your problem, gta_sa.exe is running as a process in your background, end it as process from task manager ( CTRL + ALT + DELETE --> Task Manager --> Processes --> find Gta_sa.exe and end it
nothing to worry about

When you ran the game as administrator, did you check 'Run as admininistrator' on both gta_Sa.exe and samp.exe?

The game worked for you before. What did you change prior to it not working?

You can also try to head over to samp.exr, properties, compatibility and then 'change settings for all users'.

Before you try any of that; head over to the directory your SAMP is located in. Rename the 'GTA SA' folder into something else or just add something to the end of it. Then head to the SAMP shortcut and add whatever you added to 'GTA SA' to 'Target' and 'Start in'. You should then have to make a choice where the files are located and select whatever you renamed 'GTA SA' into in the Rockstar folder.

OK, change your current gta_sa.exe ( crack ) with another crack, it will work. I know this is " illegal " but this problem becomes because of a pirated disc, so the only way would be either re-install the game or change your crack

I had same problem, the server could be offline, but it's not, or if you can't connect to any server, disable your firewall and see if it works. If it does you must set up your firewall properly - go to its website to find out how. It could also be that you have an old version of SA-MP, download the latest version from the SA-MP download page.

The problem is not about connecting SAMP. I found out that the main problem is in GTA SA, and I am still doing those advice was given above.
