Yes, and you've to have 100+ jobskill (mechanic) in order to tow, or be in a LEA faction.

And what about Singleplayer ? Well i tried the " Cntrl " in other servers or drift servers , and not working :/ also , Razor , you told me IG that you have to press LCTRL , but only on IM ?

Only on IM, yes- that's how it was scripted.

On SP, you'll have to carry down the hook and reverse it into the car from infront and it should automatically tow the car. Try pressing Numpad8 to take it down, and Numpad 2, to take it back up.
