There are several speeding cameras stationed around in key roads of the Los Santos. If you'd speed above 160 KPH, you'd get ticketed your current speed*10. The tickets shall stay on your vehicle until you decide to pay it.

Either speeding tickets as Sly here said, or you have bought a car with tickets containing within it, or you have got tickets for certain reasons, such as parking in a wrong place or because you haven't paid your current tickets.
My teacher once stated that there are no stupid questions. Back then we didn't have internet, or Italy Mafia Roleplay. My teacher was wrong.

/lock your car whenever you drive it.
When you stop, use /engine.
When you want to get inside of your car write /lock again, so it'd open, so if someone tries to hop in your car, he isn't able to use /engine if he doesn't have a toolbox with him to hotwire your car.

Locking and turning off all the time, but people are toolkitting... I usually have 30 tickets to pay per week because of the thieves/lock your car whenever you drive it.
