Well, go to Device Control Panel, If it says there you have a Standard VGA Graphical Card, Go To Solution 2,
If you just see your normal Graphic Card's name, Go to Solution 1.

Solution 1.
Go to San Andreas User Files, Delete gta_sa.set
Will be updated soon



Solution 2.
Go to "Start" search "Update", click on "Windows Update".
After that, go to select update, Search a Graphic Card Driver Update, then Update it, Restart your computer, and look at your Device Control Panel, It would show your Graphic Card's name properly.
Then you can run GTA according to the info I have gathered so far
