I mean they were kind of useful when acceptdeath was around and activity was high, once activity dropped and acceptdeath was removed there were less interactions between EMS and the people requiring its assistance. This would not be a 20-questions-page full of in-depth roleplaying stuff. Just the very basics you have to know anways if you don't wanna be banned immediately because you don't know the server rules.
Save weapons (& make them much more expensive)
Whoever posted it would increase deathmatching is pretty stupid. In fact, this would decrease useless shootouts that currently happen for every little reason. You will try to avoid shootouts because you don't wanna lose 30k you just paid for a deagle (hinthinthint).
PD can have more than 3 f-authorities
The PD/SASF has 3 more authorities available than mafias (deploying barriers, weapon licensing and /ann). So that's 7 authorities available but t2 PD/SASF members may only use 3 at a time. Increasing it to 5 may get them a minor unfair advantage compared to other factions so I didn't "just do it" yet.
Increased house & business slots
Businesses: 3 => 5, 4 => 6, 5 => 7
Houses: 3 => 6, 4 => 8, 5 => 10
Remove the EMS faction
The EMS faction is useless. Even if I would add new features for them (as requested, "adding random fires at random places at random times") would be fun for 3 days and then be boring. Nobody wants to drive to the same places over and over again and just throw water at a place with no player interaction. If that's what you wanna do you may just take the trucker job, you go from place A to place B over and over again (and you earn money from it).
Bring the FBI faction back
It would not be led by that PD divison because the PD already lacks of good and enough members. The FBI would not be able to FK/CK/whatever anyone but possibly be able to arrest for a longer time (60 min), close down businesses or HQs for ~72 hours if there is a lot of evidence available. They would just be the annoying cunts you don't want to deal with, look at it like a challenge.

FBI shouldn't be able to FK / Wipe a faction, they should however be able to bring some fear into the server. It would create a better balance between LEA's and mafia ( unlike now, it's just cops n robbers ). Ofcourse we (Refererring to the old FBI) want to FK faction members, who doesn't know what the heck they're doing. Mafias don't run around and shoot people at an open spot, they don't rob business, gunning down copcars, they do shit underground men.
If you now still wants to rob business and take turfs. Do it when none of the FBI Agents are available. Simple.
