It's just not online. Calm down, can be for maintenance or because of attacks, or because 50 other reasons.

If you really want to check when it's back up, keep an eye on http://sa-mp.im/ (or any other pages on the UCP), and look at the side bar by the right side of the screen. It keeps track of the number of players online. And, if offline, it will be " / " rather than "x/250"

Well when woot will get online, and solve this proplem, will take a time or it's instantly.
