What exactly did you try?
/car respray only works when your vehicle is in the textdraw of a Pay'N'Spray, you also need to use it like this /car respray [color1] [color2]. These colors can be found on wiki.sa-mp.com.
/drink only works in bars and restaurants and you need to specify your drink as well.

You might get fooled by the /drink command as several burger shots or cluckin' bells have a bar interior, yet there's no option to /drink in fast food restaurants. Try /buy if /drink doesn't work and you'll see what kind of business it is.

The businesses with /drink cmd generally have [/buy/drink] at its textdrawn and you've to /drink near the door inside.
