I took Tattaglia and PD as examples. All factions are obligated to secure their vehicles, only factions who are currently in a war should have an exception.
I repark the faction vehicles instead, and believe it not, there weren't many faction cars.

woot can also script a command for PD to be able to see who didn't pay his tickets within a week or 3 days and go arrest them. This might enforce players to pay tickets. This is probably the best IC solution, lol.
