Did you install/add any new mod?
If so remove it, it's most likely corrupt.
Doesn't have to be a vehicular mod.

its probably a sound issue , if you've installed new sound mods delete them

Rockstar Launcher version is based on Steam Version, which is missing songs, try playing without radio volume, or get a 1.0 version

Used to happen to me and I had my edited hud in my modloader removed that and it stopped
