Is this snow mod allowed + how to install please

Hello, I wanted to use this snow mod for rp purposes and I wanted to know if it is legal so I don't get banned or something

Illegal because its not winter yet .

Textures are allowed (roads, grass etc), to install just move the downloaded folder "gta3.img" into your modloader.

you can download modloader after you installed asiloader, then create a new folder inside modloader and drag the files there
