Question about Rule #24

I wan't to ask about making stuff for ingame money such as avatars, etc.

I was reading rule 24 and i have read this

Clearly put, houses, vehicles, and in-game money can not be transferred between players for non-in-game items

So that does mean i will be banned if i make designs for ingame money?
