I mean, Luigi's casino, is called "Legal Casino" .. does that mean that the others are illegal ?

Yes. That probably means that he has applied for a Gambling License in pd.sa-mp.im and that means that the business he is owning, it's legal to gamble in it. The license is manually issued by PD. If that casino doesn't have any gambling license, it will be shut down by PD.
